A proposal to transfer ₹20 crore from the Building and Other Construction Workers Welfare Board to the Bodoland Territorial Council has sparked controversy in Assam, with critics alleging that the move violates existing labour welfare guidelines.
The proposal, currently awaiting approval from the Labour Commissioner’s office, has raised concerns among stakeholders who argue that the transfer may bypass rules laid down for the utilisation of welfare funds meant for construction workers.
According to official documents, a letter dated December 16, 2025, issued by the Labour Department in consultation with the Ministry of Skill Development and Entrepreneurship, stated that funds allocated for skill development programmes should be routed through recognised agencies such as the Assam Skill Development Mission or the National Skill Development Corporation.
However, the current proposal reportedly seeks to transfer the amount directly to the Bodoland Territorial Council, prompting questions over compliance with the prescribed procedures.
Sources said that minutes from a meeting of the welfare board held on October 4, 2023, had earlier recommended that skill training funds be channelled through the Assam Skill Development Mission. Despite this, the latest meeting agenda allegedly included BTC’s request for funding while omitting a proposal submitted by the Assam Skill Development Mission on February 6, 2026.
Labour welfare advocates have expressed concern that diverting funds without following established guidelines could undermine programmes designed to benefit construction workers across the state.
Officials said the matter is currently under review, and the authorities will examine whether the proposed transfer aligns with the rules governing the utilisation of welfare funds.
The controversy has triggered wider debate over transparency and adherence to guidelines in the management of funds meant for the welfare and skill development of construction workers in Assam.
